Abstract

This research is motivated by a problem regarding the lack of equitable implementation of the field competency empowerment for employees in the administration of public services at the Banjar City Food Security, Agriculture and Fisheries Office, so that it is closely related to government science studies. This type of research uses a qualitative approach with the method used is descriptive analysis. The number of informants used as primary data sources was 7 people, with the Snowball Sampling method in determining informants. The data collection technique uses literature studies and field studies consisting of observations, and interviews. The results of the study and discussion concluded that: 1). That empowering the field of competence in order to improve public services at the Department of Food Security, Agriculture and Fisheries of the City of Banjar is still not optimal when seen from indicators of employee ability, employee placement, leadership as well as motivation. 2). Regarding the factors that hinder empowerment in the field of competence in order to improve public services at the Banjar City Department of Food Security, Agriculture and Fisheries, namely the lack of continuity of employee empowerment programs through increased employee field expertise, the selection, withdrawal and placement of employees that are not in accordance with their educational background, also the lack of motivation to give employees who have the potential to administer public services. 3). Regarding efforts to overcome barriers to empowering civil servants in the field of competence to improve public services at the Banjar City Food Security, Agriculture and Fisheries Service such as providing rewards for employees who have potential and capacity, providing benefits based on workload, and increasing coaching programs and training for each employee.
