Abstract

Public services can be interpreted as providing services (serving) the needs of people or communities who have an interest in the organization in accordance with the basic rules and procedures that have been determined. government as stated earlier that in essence is a service to the community. This type of research uses descriptive qualitative. Based on the results of research and discussion that researchers describe, it can be concluded that the quality of service in making Land Estimation Certificate in Sinartanjung Village, Pataruman District, Banjar City is categorized as good, but it cannot be said to be very good. Barriers factors in the creation of service quality for making Land Estimation Certificate in Sinartanjung Village, Pataruman District, Banjar City, namely: making time is often long, there are still people who force the desire to increase the price of land appraisal so that the selling value is high, making Estimated Price Certificate Land is blocked because land is in dispute. The efforts taken are the policy of daily briefing, compliance with applicable procedures and rules, implementing a policy of checking the applicant's land status without exception and officers are required to carry out services in accordance with applicable procedures and rules.
