IMPLEMENTASI KEBIJAKAN PERATURAN PEMERINTAH TENTANG INSENTIF RUKUN TETANGGA DAN RUKUN WARGA DI KECAMATAN PURWAHARJA KOTA BANJAR
Abstract
The government Regulation No. 43 Year 2014 on Incentives Rukun Tetangga and Rukun Warga interesting to study more in order to see the benefits of their incentive of Rukun Tetangga and Rukun Warga. As well as a deeper look on the implementation of the Regulation for the implementor. This research uses descriptive qualitative method. The date were collected through interviews of informants who have been determined and carried out continuously until the data is saturated. The results of the data recording transcribed in full. The date were then grouped according to the stages of implementation. The results showed that the implementation of Government Regulation No. 43 Year 2014 on Incentives Rukun Tetangga and Rukun Warga in the district Purwaharja Banjar city not optimal. There are barriers that affect the performance of the Rukun Tetangga and Rukun Warga, including communication factors in the implementation of the rules of Government Regulation No. 43 Year 2014 on Incentives Rukun Tetangga and Rukun Warga due to weakness in the socialization of the regulation, the other factor is the human resources of Rukun Tetangga and Rukun Warga whose education are elementary school graduates, this is certainly very worrying in the era of the science development and Technology
