STRATEGI KOMISI PEMILIHAN UMUM KABUPATEN PANGANDARAN DALAM MEMPEROLEH PENGHARGAAN SEBAGAI PENGELOLAAN KEUANGAN DAN PELAPORAN KEUANGAN TERBAIK PERTAMA SE-PROVINSI JAWA BARAT DALAM PEMILIHAN UMUM SERENTAK TAHUN 2019

Abstract

Based on observations in General Election Commissions (KPU) Pangandaran Regency, was found a positive problem that is KPU Pangandaran Regency was awarded the frist best financial management and financial reporting of west java province in the simultaneous elections of 2019. The purpose of this research is to know the strategy of KPU Pangandaran Regency in obtaining the best financial management and financial reporting of the west java province in the simultaneous elections of 2019, and the inhibitory factor, supporters, and any efforts done in resolving barriers in financial management. The research approach used is a qualitative approach with a descriptive method. The informant is chosen with 8 people sowball sampling technique. In this research, researchers use strategy management theory with dimensions of formulation, implementation, and evaluation. The results of the research show that the strategy of KPU in financial   management and financial reporting is tri sukses, preparing human resources, conducting technical guidance, ordely administration, and rapid response. The inhibitory factor is the solid activity, lack of human resources, lack of facilities and infrastructure, dynamic rules, and minimal honorarium, supporting factors are discipline and cooperation. Efforts to resolve barriers in financial management are to prepare human resources, improve work discipline, learn the rules regarding the state finances, especially the financial electoral commission, improve facilities and infrastructure, and do  mutual activities.
