Abstract

The implementation of Government Regulation Number 42 of 2008 concerning Water Resources Management by the Technical Implementation Unit of the Water Resources Management Office of West Java Province has not been optimal regarding communication factors, resources owned by policy implementers, disposition or attitude of policy implementers, and bureaucratic structure. This study uses qualitative research methods, with data collection techniques carried out through direct observation techniques, namely studies that are directly and systematically to observe social phenomena, and interview techniques (in-depth interviews), namely by conducting interviews with people who are related to social phenomena. research studies. Based on the results of the study, shows that the successful implementation of Government Regulations on Water Resources Management by the Technical Implementation Unit of the West Java Province Water Resources Management Office can be successful effectively by paying attention to communication factors, resources, disposition or attitude of implementers and the availability of bureaucratic structures.
