<p><em>Sustainable innovation has become a crucial agenda in local governance to enhance competitiveness and improve the quality of public services. The Government of Banjar City faces challenges in developing innovations that are not only short-term but also sustainable and impactful for society. The hexahelix collaboration approach, which involves the government, academia, business sector, community, media, and financial institutions, emerges as a relevant strategy to strengthen the regional innovation ecosystem. This study aims to analyze the hexahelix collaboration model implemented by the Banjar City Government in promoting sustainable innovation. The research employs a descriptive qualitative approach through a review of recent literature and factual data from local policies and programs. The findings indicate that cross-actor collaboration enhances the capacity for regional innovation, although several challenges remain in coordination, resource limitations, and program sustainability. <p><em>This research is motivated by the ongoing gap between public expectations and the actual service received in Banjar Village, Banjar City. These problems are evident in the ongoing delays in service delivery, limited facilities and infrastructure, suboptimal utilization of information technology, and the attitude of officials who are considered not fully responsive in providing services to the public. This study aims to determine the quality of public services, factors that influence the quality of public services, obstacles encountered, and efforts made to improve the quality of public services in Banjar Village, Banjar City. This study uses a qualitative research method with a descriptive approach. Data collection techniques are carried out through observation, interviews, and documentation. The informant selection technique uses a purposive sampling technique. Data analysis is carried out through data reduction, data presentation, and drawing conclusions. </em></p> <p><em>The results of the study indicate that the quality of public services in Banjar Village, Banjar City has generally been running quite well, but not yet fully optimal. In the tangible dimension, service facilities have been available although there are still some limitations in facilities and infrastructure. In the reliability dimension, officials have been able to provide services according to procedures, but the timeliness of service still needs to be improved. In terms of responsiveness, officials are quite responsive in providing services, but their response sometimes slows down when service volume increases. In terms of empathy, officials have demonstrated a friendly and polite attitude, although communication and attention to community needs still need to be improved. Factors influencing the quality of public services include human resources, facilities and infrastructure, service systems, information technology, official professionalism, service communication, and public participation. Obstacles faced include limited staff, limited service facilities, high service volume, and suboptimal use of information technology. Efforts undertaken include increasing official capacity, improving facilities and infrastructure, simplifying service procedures, and increasing the use of information technology.</em></p> <p> </p>Atin MartinaTina Cahya MulyatinAchmad Daryatno

<p><em>This study aims to analyze the role of the Balokang Village Head in village infrastructure development, including planning, implementation, and supervision. Furthermore, this study identifies supporting and inhibiting factors and examines the village head's leadership style in encouraging community participation. The research method used was descriptive qualitative, with data collection techniques including interviews, observation, and documentation. The research informants included the Village Head, village officials, members of the Village Consultative Body (BPD), community leaders, and residents. </em></p> <p><em>The results indicate that the Balokang Village Head effectively fulfills his role as a facilitator, coordinator, and supervisor of development. Development planning is carried out through participatory mechanisms from the hamlet level to the Village Development Planning Forum (Musrenbang). Development implementation is supported by good coordination, the use of local labor, and transparent and accountable financial management. Supervision is carried out in layers, involving the BPD and the community. Supporting factors include leadership capacity, commitment of village officials, community trust, and regulatory support. The main inhibiting factors are budget constraints and suboptimal coordination with the BPD. The village head's leadership style demonstrates transformational and situational characteristics that can increase community participation in village infrastructure development.</em></p>Pelsandanis MutiaraTeguh AnggoroTalbiyah Munadi

<p><em>The Rural and Urban Land and Building Tax (PBB-P2) constitutes a strategic source of Regional Own Revenue (PAD) for Pangandaran Regency. However, revenue realisation during 2020–2024 consistently fell below targets, reaching its lowest point of 64.09% in 2024. This study aims to analyse the PBB-P2 collection optimisation process, identify inhibiting factors, and formulate improvement measures. A qualitative descriptive approach was employed, with data collected through in-depth interviews, observation, and document analysis. Informants were purposively selected, including the Sub-Head of Assessment and Tax Collection at BAPENDA, 10 Special Team officers representing each sub-district, and officers with the highest and lowest realisation rates for comparative analysis. Analysis employed the five dimensions of Anggara's (2016) Tax Intensification Optimisation Theory: revenue base expansion, collection process strengthening, supervision enhancement, administrative efficiency, and planning capacity. Findings demonstrate that the institutional transformation through the formation of a 93- officer Special Team with a One Village One Officer scheme successfully raised realisation from 64.09% (2024) to 95% (2025). Nevertheless, optimisation remains hindered by three primary obstacle clusters: (1) weak validity of the inherited SPPT database from the Tax Office; (2) achievement disparities due to geographic heterogeneity and the absentee landlord phenomenon; and (3) village apparatus demotivation following the transition of the collection system. The study concludes that systemic reform is needed, encompassing comprehensive database cleansing, direct field supervision, adequate operational funding for officers, and differentiated collection strategies based on territorial characteristics.</em></p>Ary Purwadi HidayatRirin YuliantiAnwar Musadad

<p><em>The resource factor already has and is provided with facilities but is still not optimal because there are still shortcomings that must be added to optimize services, which is the background of this research. The research uses a qualitative approach with a case study method that focuses on the implementation of policies and strategies implemented by PUSKESOS members and the Village Government. Data were collected through in-depth interviews, observations, and documentation studies. The results of the study show that between PUSKESOS, the Village Government synergizes with various potentials and community resources, strengthens social networks, and builds togetherness in overcoming social problems at the local level, the position of PUSKESOS is located at the village/sub-district level. This study also identified several obstacles faced, such as incomplete tools or facilities for better services, both in the office and in the field.
